The state Duma adopted a law that transfers the period of entry into force of the provisions of the legislation on mandatory labeling of medicines for six months. Instead of January 1, mandatory marking starts on July 1, 2020.
From this date, persons engaged in the production, storage, import to the Russian Federation, release, sale, use and destruction of medicines will have to ensure that information about medicines is entered into the system for monitoring their movement.
Labeling is a special cryptographic code applied to the packaging of medicines. Using this code, the monitoring system can track the movement of any drug from the manufacturer to the buyer.
– And this is the main thing for the end user – when a person is sure that he is buying a real medicine, and not a fake in a wafer, – said the Deputy Chairman of the state Duma Committee on health protection Leonid Ogul.
Since October 1, pharmaceutical manufacturers have already applied the marking code to drugs for the treatment of rare diseases. According to Roszdravnadzor, the experiment has already revealed offenses worth more than 500 million rubles. We are talking about repeated stuffing and reselling of drugs purchased during public procurement.
Mass system startup is delayed to prevent crashes. “We are going to meet the manufacturers’ requirements and postpone the entry into force of the law on labeling for six months, ” said Leonid Ogul.
In particular, it turned out that most pharmacies are not ready to switch to the new system from January 1, 2020.
